Contracts and Finance Acquisition

DTC’s management team has provided and managed Senior Contract Specialists with expert knowledge and skills to independently perform federal contracting. Acquisition support contractor personnel utilize Federal Acquisition Regulation (FAR) procedures to identify, solicit and evaluate sources for the performance of contracts supporting the overall mission of the Agency. Contractor personnel perform contract administration duties for the duration of the procurement process as defined by the FAR. Contract administration responsibilities have included, but were not to be limited to, participating in post award conferences with the Program Office, Project Officer and contractor personnel.

Contractor personnel utilized the integrated automated purchasing and finance system, PRISM; issued federal notices through the Federal Business Opportunity website; retrieved electronic transmitted requisitions; developed solicitations, request for quotations; and supported the Contracting Officers with awarding task orders against Indefinite Delivery Indefinite Quantity (IDIQ) contracts in a timely manner in support of customer requirements.

Contractor personnel worked closely with assigned project officers prior to award to coordinate requisitions and supporting documents such as acquisition plans, Statements of Work (SOW) and Independent Government Cost Estimates (IGCE); and during post award to ensure that services were performed in a timely manner and approved invoices were authorized for payment within the financial management system. Contractor personnel demonstrated knowledge in the areas of acquisition planning, market research and analysis, development of pre-negotiation positions, and source selection for contract award.

Contractor personnel were required to work in a fast paced, professional environment supporting complex acquisitions and programs.
